I believe you are right, shortly after the strip you linked the Witch threw a car and told them not to leave.
That pouch can also be used to hold a fair sized lunch.
Okay, caught up on my re-archiving, so I’m fairly sure now that he still has the return potion. Now let’s see how many ideas I can come up with for why he didn’t return to the moment after he left like they expected:
1. The pouch/cape somehow gets destroyed in an upcoming comic, removing Alec’s access to the time travel potion. I think some fiction includes the idea of magic items exploding when destroyed, so doing that to a magically concealed pouch with a time travel potion inside could cause a temporal storm, and if such a temporal storm gained sentience, that might explain the origin of the witch. Very wild speculation there, though.
2. Brooke adjusts the time for the return potion to be shortly after she left her home time, similar to what she did with her own return potion to get to the “current” time period. Hard to be certain she still has enough ingredients for that, though.
3. He does return, but ends up on a different timeline because the witch has been messing around so much.
4. Alec dies more permanently in an upcoming strip, which prevents him from returning.
5. Defeating the witch (either by finding out that the train hitting her was effective after all, or by doing something else in an upcoming comic) causes the time travel potion to no longer work.

I haven’t gotten far enough re-archiving to be certain, but I think he might still have that return potion.
