Well, Warren ordered to open fire into a chaotic brawl, which has a huge risk of friendly fire.
However, once the Slate member actually opened fire, the Slate members had actually disengaged – presumably while Alec was distracted by Brooke’s arrival, but that was not shown on screen.
However, there is still a chance that the floored members of Slate were injured by the gunfire – while the direct fire went overhead, Brooke’s shots bounced back, though I assume those injuries would be relatively minor against armored troops.

Believe it or not I almost had the Chief yell “Police punch!!!” in the last panel. But I didn’t because I thought it would ruin the moment.
