@Master Geass: To me, it looks like it could be a stylized representation of the Witch, standing. The upright collar is more pronounced, but that could be a more formal robe rather than the usual sweater vest. Plus there’s an Eye of Sauron vibe with that red dot in the upper center. It’d be as if she’s looking out over the city, always watching.
That icon / logo on the building reminds me of the Witch somehow…
I don’t see a connection between the logo and the witch, but it does make me think of the internet incognito symbol.
