@Jordan: Now that I think about it, based on the distance to the Appartment there is a decent chance they were mistaken for Tourists. Thier clothing might not have been as anti-cloaking as I first thought. If you can’t avoid being seen, be seen as something else.
I hope that the Finisher and his goons didn’t spot them, but that seems unlikely.
