Yes, privately hired security teams are opening fire on random unarmed people during a break-in on private property they were hired to protect. I’ve never worked the private sector so am unsure how legal their actions are.
It’s not just a legal issue, but there are considerations like: what if this is one of the people who work there (as we know there are some still there)?

Releasing criminals into the city didn’t just get in Lane’s way, it allowed the city to declare a state of emergency. And with Slate Security in charge, but on Atharion’s payroll, that means Atharion has free reign right now. And Atharion has decided that killing the intruders is permissible during this emergency (they fired on Alec, Tadashi, and the others outside as well). In addition to this, Atharion knows which employees remain in the building and has passed this information on to Slate Security.
