Foxx might have forgotten the Chief in her surprise, or realized that her position on top of that wall was pretty damn awful to help the Chief in the first place. Or a combination of both.
I’m thinking her not helping him is more like, “I don’t like you personally or professionally, and if you were worthy to be my leader you would have been then first over the wall.”

Or decided that stopping them by herself NOW is better that using her time to help the Chief up. Not probable, but possible
